بعد سلسلة الجرائم التي أرتكبتها العصابات الاجرامية المتواجدة في مدينة الموصل من داعش وحشد طائفي، مضافاً اليه تحالف دوليٍ ، بحجة تحريرها والتي راح ضحيتها الالاف من الابرياء من الاطفال والشيوخ والنساء، واخرها جريمة تفجير جامع النوري الكبير ومنارة الحدباء التاريخية، والتي كانت رمزاً لمدينة الموصل وحاملة لاسمها.
إن مؤتمر المغتربين العراقيين الدولي يناشد المجتمع الدولي ومنظماته وعلى رأسها الأمم المتحدة ومنظمة اليونيسكو، لتحمل المسوؤلية الكاملة واجراء تحقيقاً فورياً بهذه العملية الاجرامية.
ومهما كانت الجهة التي قامت بهذا العمل الاجرامي الذي لم يسلم منه الحجر ولا البشر، حيث اكدت مصادر من داخل المدينة، سقوط قرابة الالف شخص وراء هذا التفجير الجبان.
أن جميع الاطراف من قوى الارهاب والطائفية والجريمة التي تمثلها داعش من جهة والمليشيات الارهابية المجرمة من جهة اخرى، قد تبادلت الاتهامات فيما بينها، وأن التحالف الدولي الذي ينأى بنفسه عن هذه الجريمة النكراء، فأنه يتحمل المسؤولية التاريخية والقانونية الكاملة عن ارتكابها، وذلك بسبب قيامه بالمئات من العمليات الجوية التدميرية التي طالت اغلبها حياة الالاف من الابرياء وخلفت الاف اخرى من الايتام والارامل ومن المتوقع ازدياد اعدادهم بعد الهروب المدبر لمجاميع داعش الارهابية من مدينة الموصل.
أننا في منظمة المغتربين العراقيين الدولية، بقدر ما يحز في نفوسنا ويعتصرنا من الم بسبب عمليات التدمير الممنهجة للمعالم التاريخية في العراق وفي مدينة الموصل تحديداً، منذ اغتصابها من قبل عصابات داعش ولحد اللحظة، لذا فأننا ندعوا منظمة الامم المتحدة واليونسكو لأخذ دورها في الحفاظ على المعالم التاريخية العراقية التي تعرضت للدمار والسلب والنهب منذ الاحتلال البغيض للعراق ولحد الان. فأننا نعلن وضع الطاقات والخبرات العلمية والعملية التي يمتلكها المغتربون العراقيون من أجل التعاون مع المنظمات الدولية المختصة في كل ما يخص الحفاظ على المواقع التاريخية والاثرية العراقية، حيث أن المنظمة تتمتع بعضوية كوكبة من الخبراء واساتذة الجامعات وحملة شهادات الدكتوراه، والذين اسهامات في شتى المجالات الاقتصادية والتاريخية في العراق والدول التي يقطنوها.
واخيراً، ندعو المجتمع الدولي لادانة هذه الجريمة الهمجية وأن يبادر لاتخاذ الاجراءات المناسبة لمنع وقوع جرائم اخرى تستهدف الانسان والتاريخ العراقي وسيكون ذلك محط تقدير واحترام العراقيين وجميع الاحرار في العالم.

The Iraqi Expatriate Organisation
are calling on the main pillars of the international community, in particular
the United Nations and its cultural organisation, UNESCO, to take immediate
responsibility for investigating the blowing up of the ancient Al-Nouri mosque
in Mosul, and for protecting Iraqi historical monuments more widely.
This mosque known locally as "Al-Hadba'a" is widely known for being the symbol
for the city of Mosul. Its wreckage over a huge surrounding area has caused
disbelief and even cultural trauma.
Who could possibly be responsible?
Some have blamed ISIS, while ISIS has blamed the Iraqi Government. The Coalition
forces have claimed that none of their aircraft were in the area at the specific
date or time of the spectacular explosion. The International Coalition, which
has distanced itself from this heinous crime, has nevertheless substantial
historical and legal responsibility for what has happened.
Hundreds of destructive air operations have rained down on the city of Mosul and
have taken a huge toll on the lives of innocent civilians. This so-called"
collateral damage" has left literally thousands of widows and orphans.
After the Coalition confrontation with ISIS in Mosul, the city already had over
1500 orphans to contend with; now the bombing has created hundreds more, and
according to local reports many people, possibly up to 1000, have been buried in
the rubble of Al-Hadba'a mosque.
We of the Expatriate Organisation
are of course ourselves Iraqis, many of us from Mosul and surrounds. We are
consequently particularly deeply affected by the bombing of the Nouri Mosque. We
would hope that we could liaise directly with you and other specialist
international organisations, on this and other matters relating to Iraqi
historical monuments in the future.
We have a large and highly educated membership and could perhaps contribute to
your investigations, studies and reports.
We would greatly appreciate hearing from you on these suggestionss.
