ايها الرفاق الاعزاء في / الاحزاب الشيوعية والعمالية الشقيقة . ايها الاحرار في ارجاء العالم .
لقد اعلنت الادارة الامريكية , انها سلمت الى حكومة المالكي ( 15 ) الف اسير عراقي من بينهم آخرين عرب, ممن كانوا اسرى في سجون الاحتلال الامريكي خلال السنوات الماضية , وقد اكدت وزارة الداخلية العراقية استلام هذا العدد من الاسرى , وبموجب هذا الاعلان الذي يعتبر وثيقة رسمية امريكية تتضمن اسماء ( 15 ) الف اسير معرفين بهوياتهم وكياناتهم المعنوية .
ان حكومة بغداد هي حكومة الاحتلال , وتعمل باجندته وتنفذ اهدافه , لذا فان وجود هذا العدد الكبير من الاسرى تحت سيطرة حكومة عرفت بحقدها وبغضها واجرامها ضد المعارضين لها , ومن خلال الوقائع والاحداث الكثيرة التي قامت بها فرق الموت من عمليات الاغتيال للالاف من العراقيين وبجرائم لا حصر لها , فان حياة ومصير هؤلاء الاسرى يبقى في غاية الخطر , وبالاخص وان روح ونزعة الانتقام والثأر اصبحت هاجس وطبيعة متأصلة في سلوك وممارسات هذة الحكومة واجهزتها القمعية , وعليه فهناك مخاوف جدية باختفاء الآف الاسرى من الذين سلمتهم امريكا الى الحكومة ومن دون الاعلان والافصاح عن قائمة باسمائهم , وهذا ما يزيد من قلقنا ومخاوفنا ويعزز توقعاتنا المشروعة من تعرض الاسرى للتصفيات الجسدية وانهاء حياتهم بوسائل كثيرة غامضة .
ان حزبنا الشيوعي العراقي , وهو يشارك في الحملة التضامنية العالمية التي انطلقت بندائها الانساني من اجل دعوة كافة الاحزاب والقوى الوطنية والهيئات والمنظمات الحقوقية والانسانية الخيرة في العالم الى المشاركة والاسهام في هذة الحملة من اجل تشكيل قوة تضامنية عالمية ضاغطة على الادارة الامريكية من اجل الكشف عن قائمة كاملة باسماء الاسرى الذين تم تسلميهم الى حكومة المالكي , وخلافاً لذلك فان الادارة الامريكية تؤكد من خلال عدم كشفها الاسماء تقدم الدليل على انها تريد تصفية هؤلاء الاسرى , ولكن بيد حكومة المالكي , وتحاول عبر هذا الطريق ان تبرأ نفسها من مسئولية الجرائم التي قد تلحق بالاسرى .
ايها الاحرار ... نناشدكم وندعوكم باسم المبادئ والقيم الانسانية , ان ترفعوا اصواتكم الخيرة وتساهموا في هذة الحملة التضامنية الواسعة من اجل انقاذ حياة هؤلاء الاسرى والمطالبة باطلاق سراحهم وعودتهم الى عوائلهم وذويهم وبعد ان عانوا من الظلم والاضطهاد والمرض جراء الظروف القاسية والسيئة في السجون والمعتقلات .

An appeal for solidarity to save the lives of 15 thousand prisoners
Dear Comrades in / fellow communist and labor parties.
O free people around the world.
U.S. administration has handed over to the Maliki government 15 thousand Iraqis and other Arabs of different nationalities, who were held in the prisons of U.S. occupation forces over the last years. The Iraqi Ministry of Interior confirmed having received this number of prisoners. By this declaration, which is an official US document containing the names of 15 thousand prisoners with their disclosed identities and moral entities, the government of Baghdad is a government of the occupying force and works according to its agenda and implements its goals. Therefore, the presence of such a large number of prisoners under the control of government known for its loathed hatred and criminality against its opponents, and through the many documented acts by death squads assassinating thousands of Iraqis and committing other countless crimes, the lives and fate of these prisoners remain in danger, especially given that the spirit and appetite for vengeance and retribution have become an obsession and inherent nature in the conduct and practices of this government and its oppressive apparatuses, and therefore there are serious concerns over the disappearance of thousands of prisoners who were handed over to the U.S. government, without disclosing the list of their names. This increases our concerns and fears and reinforces our legitimate apprehension that the prisoners will be physically liquidated and their lives terminated in many mysterious ways.
The Iraqi Communist Party, which is involved in a global solidarity campaign that was launched by its humanitarian appeal to all parties and national forces and bodies, and human rights and humanitarian organizations in the world to participate and contribute in this campaign to form a global solidarity to force the administration to disclose the full list of prisoners who were handed to the Maliki government. Otherwise, the administration, by failing to do so, will prove that the administration wants to eliminate these prisoners, through Maliki's government, trying to evade its responsibility for the crimes that may be committed against these prisoners.

We urge you and call upon you in the name of human principles and
values, to raise your brave voices and participate in this broad
solidarity campaign to save the lives of these prisoners and call
for their release and return to their families and relatives after
having suffered from injustice, oppression and illness, due to the
harsh conditions prevailing in prisons and detention centres.
